Minutes of the Waterford Township Board Meeting, held October 13, 1999 at 7:30 PM in Town Hall Auditorium, 5200 Civic Center Drive, Waterford, Michigan.

Supervisor Katherine Innes called the meeting to order at 7:30 PM. A moment of silence was observed in the absence of a clergyman. Supervisor Innes then led the Pledge of Allegiance.

Supported by Minton, RESOLVED, to approve the agenda as follows: under New Business, delete #4, "Approval of Supervisor’s recommendation to transfer Purchasing Agent position from Clerk’s department to Supervisor’s department".

Supervisor Innes announced Halloween Trick or Treat will be held Sunday, October 31, 1999, from 6:00 PM until 7:00 PM. Also, Township offices will be closed Thursday, November 11, 1999 for Veteran’s Day.

 

Supervisor Innes presented the following proclamation to Eagle Scout Scott Jacob Thompson of Troop 185:

WHEREAS Scott Jacob Thompson has achieved the rank of Eagle Scout of Troop 185, Clinton Valley Council, Boy Scouts of America, Waterford, Michigan, and as a member since May, 1996 is the youngest scout from his troop to make the rank of Eagle at the age of thirteen (13) years- old, with thirty-eight (38) merit badges, the one (1) mile swim, religious medallion and member of The Order of the Arrow.

WHEREAS Scott has been involved in various leadership positions in the troop, serving as Den Chief, Patrol Leader, Senior & Assistant Senior Patrol Leader, Chaplain and Bugler and is a resident of Waterford and has recently begun his freshman year at Waterford Mott High School; and

WHEREAS Scott Thompson’s community involvement is evident by having spent several years as an acolyte at his church, a member of the Waterford Mott High School Concert Band and a member of the Oakland County Sportsmen’s Club’s competition Junior Rifle Team, and has participated in band, basketball, track and baseball teams; and

WHEREAS Scott has also participated in numerous community service projects such as Adopt-a-Highway, Food Drives, Tornado Victim Relief, Soup Kitchen, Eagle projects, and his Eagle project wherein he supervised the repair and cleanup of the all-visitor (handicap) trail at Independence Oaks County Park; and

WHEREAS Scott has been involved in starting a campaign to acquire a national day of observance for Native Americans, mailing over three hundred (300) letters to government and Native American officials lobbying for a national day. His interest in Native Americans increased after completing the Indian Lore merit badge, having learned that many scout and government policies came directly from the Native Americans.

WHEREAS Scott became concerned about the environment when a developer cut down approximately one hundred (100) mature trees in a wet land area across the lake from his home to make new home sites and contacted the Township Supervisor to express his dismay and concern for community and wildlife. The contractor was taken to court and fined; and

WHEREAS Scott at fourteen-years-old, has four more years of high school in which to continue his scouting and community activities with career expectations of becoming a lawyer and an aircraft pilot.

NOW THEREFORE, BE IT RESOLVED That the Charter Township of Waterford, this 13th day of October, 1999, does hereby recognize Scott Jacob Thompson on his accomplishment of obtaining the rank of Eagle Scout at Troop 185 of the Boy Scouts of America, and extends the community’s best wishes and congratulations to him.

Assistant Fire Chief Archie Spencer had requested Dean Morley added to the roster of the Volunteer Firefighters.

Supported by O’Shea, RESOLVED, to add Dean Morley to the roster of Waterford Township’s Volunteer Firefighters Association.

Motion carried unanimously.

 

Judge Phyllis McMillan, Waterford Youth Assistance Director Tom Ring and Oakland County Corrections Director George Miller gave a presentation for the new "In Step" program. It was patterned after the adult corrections program "Step Forward". The In Step pilot program will be administered by OC Corrections Director Miller. Supervisor Innes commended all involved.

The Treasurer’s list of delinquent special assessments for Winter Tax, 1999 were presented for approval.

The Clerk had received a request for the transfer of an SDM licensed business at 6460 Williams Lake Road. All requirements had been met.

Supported by Deni, RESOLVED, to approve the transfer of SDM licensed business at 6460 Williams Lake Road, and to direct the Clerk to forward the necessary resolution to the Liquor Control Commission.

Motion carried unanimously.

 

The Clerk had also received a request for the transfer of a Class C licensed business with Dance Permit at 2675 Dixie Hwy. All requirements had been met.

Supported by Minton, RESOLVED, to approve the transfer of a Class C licensed business with Dance Permit at 2675 Dixie Hwy, and to direct the Clerk to forward the necessary resolution to the Liquor Control Commission.

The following memo from Parks and Recreation Richard Director Cartmill was received:

One of the items on the agenda for the Township Board Meeting on Monday, October 13, 1999 is the conceptual acceptance of properties being donated by Mr. Jim Wohlfeil. The properties in question are north of and contiguous with our Elizabeth Lake Woods Park. See enclosures.

Parcel 3-1 is 3.49 acres and parcel E-2 comprises 3.41 acres. At a later date, parcel E-3, which contains 3.31 acres, will also be donated to the Township for use as parkland. With the acquisition of these parcels, Waterford Township will be 2 parcels short of having a river walk and parkway that will extend all the way from Elizabeth Lake Road at the north to Cooley Lake Road and beyond at the south. Conceivably, in the future we could have a parkway and river walk that would start south of Cooley Lake Road and run north to Fish Hatchery Park and Dixie Highway…

Director Cartmill demonstrated the Wohlfeil property on the map and commended Mr. Wohlfeil for his vision and generosity. Planning Director Larry Lockwood also described the area and its zoning for the Board.

Mr. Everett Seay addressed the Board regarding a (Waterford) Police incident involving Ms. Rickman. Supervisor Innes had not expected Mr. Seay, and therefore did not have the report from Police Chief Vallad with her. She told Mr. Seay she would provide it to him.

Supported by Birkle, RESOLVED, to adjourn into Executive Session at 8:15 PM to discuss COAM proposal regarding Scott Thomas’ retirement and Firefighters Union proposal regarding Thomas Griffin’s retirement. A roll call was taken.

The meeting was reconvened at 9:50 PM.
