American Reinvestment and Recovery Act 2009

On February 17, 2009, President Obama signed into law, the American Recovery and Reinvestment Act (Recovery Act) of 2009 as an unprecedented effort to revitalize our economy.  Information and reports on the federal economic recovery efforts through the Recovery Act can be found at www.recovery.gov.  Of the $787 billion allocated through the Recovery Act, the Charter Township of Waterford has been notified that it is eligible to receive $738,747 in direct grants, $97,347 in additional Community Development Block Grant funds and $641,400 in Energy Efficiency and Conservation Block Grant funds.  There will be additional competitive grant opportunities through the Recovery Act that the Township will evaluate and actively pursue when the Township Board determines it is in the best interests of the citizens to compete for such grants.

In order to accomplish the transparency objectives of both the Obama Administration and Waterford Township, all of Waterford’s efforts through Recovery Act funding will be posted and updated on this webpage.

Community Development Block Grant-Recovery

The Recovery Act appropriated $1 billion in Community Development Block Grant (CDBG) funds to states and local governments to carry out expedited, eligible activities under the U.S. Department of Housing and Urban Development’s (HUD) CDBG Program.  The grant program under the Recovery Act is commonly referred to as the CDBG Recovery (CDBG-R) program.  Information on HUD Recovery Act efforts can be found at www.hud.gov/recovery.

Prior to the funding announcement and in anticipation of some form of federal recovery action, the State of Michigan requested each municipality submit a list of shovel-ready projects that could assist with the economic recovery.  The Township identified 221 shovel-ready projects that are ready to be undertaken if a funding source could be obtained.  The following link provides a list of the shovel-ready projects that the Township identified:

After the Recovery Act was signed by President Obama on February 17, 2009, the Township reviewed the Act and found that funding would be allocated through CDBG.  In anticipation of receiving such funds as a CDBG entitlement community, the Township reviewed its shovel-ready projects list to determine which projects are located in the CDBG Target Areas and therefore eligible for CDBG funding as an area benefit activity.  The Township identified 221 shovel-ready projects that are located in CDBG Target Areas.  The following links provide a list of the shovel-ready projects that the Township identified and the location of the CDBG Target Areas:

Waterford Township was notified that it is eligible to receive $97,347 in CDBG-R funds upon submittal of the grant application and review and approval by HUD.  Upon review and analysis of the shovel-ready projects in the CDBG Target Areas, it was recommended to the Township Board that the removal and replacement of deteriorated sidewalk sections in the Holiday Farms No. 4 Subdivision would most effectively meet the goals and objectives of the Recovery Act within the grant amount provided to the Township.  The Township held a public hearing on this matter on March 23, 2009 and approved the use of the CDBG-R funds for this project.  The following links provide information on the analysis and notifications of the proposed use of CDBG-R funds as well as the CDBG-R action plan substantial amendment submitted to HUD on June 3, 2009.

The Holiday Farms No. 4 Sidewalk Improvement Project bid documents were posted to the Township Clerk’s bids webpage, www.twp.waterford.mi.us/clerk/bids, on September 25, 2009.  The condition and location of the sidewalks to be repaired through this project is described graphically in the following document:

In accordance with HUD regulations, an environmental review record has been prepared for the Holiday Farms No. 4 Sidewalk Improvement Project.  This project has been found to conform to all applicable environmental regulations and as a result the Township will be requesting the release of funds from HUD.  The following document provides the environmental review record for this project:

Top of PageEnergy Efficiency and Conservation Block Grant

The Recovery Act appropriated funding for the Department of Energy (DOE) to issue/award formula-based grants to states, U.S. territories, units of local government, and Indian tribes under the Energy Efficiency and Conservation Block Grant (EECBG) Program. DOE’s authorization for this program is set forth in Title V, Subtitle E of the Energy Independence and Security Act (EISA) of 2007.  The purpose of the EECBG Program is to assist eligible entities in creating and implementing strategies to: reduce fossil fuel emissions in a manner that is environmentally sustainable and, to the maximum extent practicable, maximizes benefits for local and regional communities; reduce the total energy use of the eligible entities; and improve energy efficiency in the building sector, the transportation sector, and other appropriate sectors.  Information on DOE Recovery Act efforts can be found at www.energy.gov/recovery.

Waterford Township was notified that it is eligible to receive $641,400 in EECBG funds upon submittal of the grant application and review and approval by DOE.  The deadline for the application submittal is June 25, 2009.  The Township is currently preparing its application and will post all documents and reports related to its EECBG program under this section.

NeighborhoodNeighborhood Stabilization Program 2

The Recovery Act appropriated funding for the Department of Housing and Urban Development (HUD) to issue/award competitive grants to states, units of local government, a nonprofit entity or consortium of nonprofit entities for the purpose of assisting in the redevelopment of abandoned and foreclosed homes. This funding is to be used for activities comparable to those activities authorized and funded through the Neighborhood Stabilization Program (NSP). Information on HUD’s NSP2 Recovery Act efforts can be found on the HUD website.

Waterford Township intends to submit an application requesting $6 million in NSP2 funding to continue its neighborhood stabilization efforts begun under the initial NSP program, a description of which can be found in the Community Planning and Development section of our website.
